I want to buy a house what are the costs associated to the purchase?
You must count on the value of the deed, which varies depending on the type of service contracted (whether you are a ready-made or notary), number of parcels, as well as whether or not you will use the Mortgage Credit. In this case, you must also consider, the commissions for opening the process and the property evaluation. There is also the charge with the municipal property tax (IMI), the municipal tax on onerous transfers (IMT), the stamp tax (IS) associated with the transition and with the recently approved additional tax (AIMI), applied only when the value of the property is over € 600,000.

I'm going to buy a house - Who have an IMT exemption?
It only has an IMT exemption, whoever buys a property as their own home and permanently for less than € 92,407 or acquires as a secondary home, a company with CAE - 68100 for the Purchase and Sale of Real Estate that acquired a property in the previous year. In this case, the deed must expressly mention that the property is intended for resale and the same must happen within a maximum period of 3 years. The company to prove this exemption must have an Exemption Certificate issued by Finance.

I'm going to buy House - Who have an IMI Exemption?
Those who have property as their own permanent home may have a temporary or permanent exemption from IMI if they meet the following requirements:
Temporary Exemption - Exemption for 3 years: Household income less than € 153,300 and the Tax Asset Value (VPT) cannot exceed € 125,000.
Permanent Exemption: Household income less than € 15,295 and the Tax Asset Value (VPT) cannot exceed € 66,500.

Viva'A Baixa Program
It allows beneficiaries to purchase, at a reduced cost, equipment, components and construction materials to be used in the rehabilitation of buildings located in Urban Rehabilitation Areas (ARU Zones).
Municipal Incentives
Public domain occupancy rate: 80% reduction in the amount of public domain occupancy rates as long as the work is located in the ARU zone;
Fees due for Licensing / Authorization / Admission of Prior Communication of Urban Operations: Reduction by 50% since the work is located in the ARU Zone;
Fees due for Advertising Licensing: 80% reduction in the amount of fees provided if the work is located in ARU Zone and if the entities operate in partnership with Porto Vivo or SRU.
VAT incentives - 6%
Urban rehabilitation works, located in ARU Zones;
Urban rehabilitation works that, regardless of their location, are contracted directly by the Institute of Housing and Urban Rehabilitation (IHRU).
IMT Incentives - Exemption
Buildings individually classified as national, public or municipal interest;
Urban buildings to be rehabilitated, if the purchaser begins the respective rehabilitation works within 3 years from the date of acquisition and this work is certified by the IHRU or by the City Council;
Urban Buildings or autonomous units rehabilitated and located in Urban Rehabilitation Areas provided that they are destined exclusively to own housing and whose rehabilitation was carried out after August 19, 2012 and is completed by December 31, 2020.
IMI Incentives - Exemption
Buildings classified as national monuments and buildings individually classified as of public interest or of municipal interest - Permanent Exemption;
Refurbished urban buildings: The rehabilitation is certified by the IHRU or by the City Council and provided that the energy rating is equal to or higher than An energy rating higher than the previous one is assigned on at least two levels - Temporary Exemption (3 Years).
Urban Buildings or Autonomous Units rehabilitated and in ARU areas: Rehabilitated between August 19, 2021 and concluded on December 31, 2020 - Temporary Exemption (5 years) with the possibility of being renewed for another 5 years (depends on energy class).
I'm an Investor, how do I register the Contract and issue Lease Receipts?

Communicating the lease contracts to the Tax and Customs Authority (AT) is one of the Owners' obligations.
The Owner must complete the Model 2 declaration through the Finance Portal and guarantee the payment of the Stamp Tax (IS). This communication must be made until the end of the month following the beginning of the lease. The procedure is free.
There are 2 exceptions:
Owners who, in the previous year, did not receive property income of more than twice the value of the Social Support Index (877.62 euros in 2020).
Landlords who are 65 or older on the last day of the year to which their income relates.
In these cases, landlords can deliver the Model 2 declaration to the finance department in the area of the property.
1st step - Access the Finance Portal - Tax Services / Citizens / Deliver / Lease;
2nd step - Proceed with authentication with the NIF and password;
3rd step - Choose the option “Communicate start of contract”;
4th step - Fill in all the contract data:
• Characterize the contract, indicating a personal reference (for example, Oporto Center apartment), the type of contract (lease, sublease or lease promise with delivery of leased property), the purpose (permanent housing, non-permanent housing and non-housing) and also the start and end date of the lease;
• Select the property of which you are the owner and to which the lease refers (the Finance Portal automatically presents the properties of which you are the owner);
• Indicate Lessors (Landlords). The identification number of the landlord or landlords appears automatically on the screen. You should only indicate your spouse's NIF if you are married in a general communion regime or purchased assets;
• Indicate the Tenants (Tenants). In this field you must enter the country of origin and the NIF of the lessee or tenants and select the withholding tax;
• Fill in the amount and periodicity of rent (usually monthly), as well as the amount of expenses if any (for example, if it was contracted that the tenant is responsible for paying the condominium);
• Authorize a third person to fulfill the obligations arising from the lease. It is optional and you only need to fill the NIF of the authorized third person
5th step - Click on “Save Draft” and confirm all data;
6th step - After making sure that all the information is correct, submit the contract.
7th step - Then, the Finance Portal presents the Stamp Tax payment slip, which can be paid by the end of the month following the beginning of the lease and corresponds to 10% of the total rent. If there are more landlords, the rest will be notified to make payment within 30 days.
How to issue electronic income receipts?
Landlords are also required to issue electronic income receipts. These are generated automatically from the moment the lease is registered on the Finance Portal. You will only have to fill in the details for the date to which they refer. To issue electronic income receipts, simply access the Finance Portal via the path: Tax Services / Citizen / Deliver / Lease (proceed with authentication with NIF and password) / Issue income receipt.
